The meeting attendees comprised of leaders from Departments of Construction, Natural Resources and Environment, Agriculture and Rural Development, Finance, Home Affairs, Transport; Provincial Inspectorate; Provincial Treasury; Provincial Commission for Mass Mobilization; Economic-Budget Board of the Provincial People's Council; Women’s Union; Phan Rang-Thap Cham City People’s Committee; Centre for Land Development Fund.
As presented in the report of MCDU, the Climate Change projects have been implemented since 2013 with the total budget of EUR 10.6 million. Until September 2016, EUR 1 million (equivalent to VND 27 billion) was added by the Government of Belgium to the project fund to carry out the “Capacity Strengthening for River Basin Management through Participatory Irrigation Management Development” activity. Thirteen researches under the projects have been implemented till now, some of which will provide important input data for the development climate change database and strategy in the province such as Climate change scenarios downscaling, hydraulic - hydrological modelling for Dinh river, etc., while some others, for example Water planning, strengthening capacity for integrated reservoir system operation and management, etc., will support the province in effective water resources management. Besides, the pilot construction work of expansion and reinforcement of Cau Ngoi channel was also proposed within the project scope. This important construction work will improve the environmental sanitation, reduce inundation not only for the project region but also for the adjacent areas in Phan Rang – Thap Cham city.To put it specifically, MCDU is closely cooperating with the involved local authorities carrying out the propaganda for mobilizing residents in site clearance. The work implementation and supporting plan have been agreed 100% by the local people towards ensuring the project a timely progress. As shared by the Project Management Unit, an adjustment of modern NEOWEB technology application to the work is being proposed.
Regarding to the Sustainable Environment project, this is financed by the World Bank’s preferential loan program for 4 provinces namely Quang Binh, Binh Dinh, Khanh Hoa and Ninh Thuan. In Ninh Thuan, the project has the total investment budget of USD 87 million to be provided for implementation of several key works aiming to the city environmental sanitation improvement. This is considered as the most focused project of the province in the upcoming time by the leaders of the PPC and departments. Once competed, not only will it contribute to the appearance and environmental sanitation improvement of Phan Rang – Thap Cham city, but also develop the province economy through tourist attractiveness. The project agreements were officially signed in the end of the last October. The current urgent task to be fulfilled is submitting these agreements to the President for official approval and including the project in 2016 – 2020 mid-term investment plan.
In order to hasten progress of the two important projects mentioned above, Mr. Luu Xuan Vinh, PPC Chairman, directed the departments/agencies and localities to co-operate with the PMUs in reviewing legal procedures, advising on the counterpart fund, strengthening the monitoring for an assured project implementation in terms of progress, quality and regulation compliance as required by the Government and the donors as well. Especially, the assignment of site clearance must ensure the benefit and agreement from the local people at the project areas. Also, it’s necessary to identify and propose operation and management for post-investment works before construction for enhanced investment efficiency.
