Since the 6th meeting on August 2, 2017, most of the planned research activities under the project have been carried out. However, due to the absence of the 2017 fund plan allocation, the disbursement for several researches was not in a timely progress. The challenges determined in the upcoming implementation duration for the province included: the extremely limited remaining project duration (all contract signings to be finished in the 3 months of quarter 2/2018; and all final settlement to be completed in March, 2019) against the huge work volume and the low disbursement rate, which was approximately 27% of the total budget; 02 important researches of “Hydrological/hydraulic modelling of the Dinh river” and “Climate change scenario downscaling” haven’t been approved yet resulting in the obstructed input data provision for the other researches; several researches were behind the schedule and required duration extension due to the fact that the necessary consultation meetings with the relevant provincial agencies/units haven’t been organized yet.
At the meeting, many important contents were approved by the PSC including an independent consultant to be recruited by BTC to support the province in assessing the complicated researches, namely “Hydrological/hydraulic modelling of Dinh river” and “Climate change scenario downscaling”; Supporting the province to organize a workshop on sharing and disseminating the important research results to both domestic and international researching units, donors and interested investors.
The project disbursement is expected to increase by more than 50% at the end of 2018 for further construction of the Climate Change Adaptation pilot work and completion of all the researches towards an assured timely final settlement in quarter 1/2019 according to the agreement with the donor.
